this makes little sense - if you are concerned about down time, replacing internals, which requires pulling and shipping and engine is off your list. Given that you have a 95, you want to be sure you get your block and heads back - not some crap heads someone else traded in. If an engine pull and tear down do fit into your time frame, bolting on bigger turbos and injectors will be about the same as bolting on the stock stuff.
if you are pulling/rebuilding the engine, everything else that can ($$$ being the main factor) be replaced, should be replaced. Seals, gaskets, injectors, turbos, etc. All of this will require at least a off the shelf ECU, and more than likely a AFC or a 100% custom tune.
